WAIVERS/RELEASING PLAYERS
Releasing players into free agency also bears a cost, that being a cap hit equal to 30% of one year of the released player's contract, that cap hit delivered every year that the player released is paid as part of that contract. Note this exception: team options do not count as a year, and there will be no cap hit for that year.
For example: If SP Adrian Lee is released from the St. Louis Cardinals and at the time of his release is in the beginning of a deal where he makes $1 million each year for four years (2005-2008) and has a team option in 2009, then you take 30% of one year ($300,000), and the Cardinals will then have a cap hit of $300,000 each year for the next four years (2005-2008), and no cap hit in 2009.
Releasing Re-Signed Players:
Any Release of Re-Signed Player will cost you 50% of contract PLUS you must keep the re-sign tag until it expires therefore freeing yourself of the cap room but not being released from use of the re-sign tag obligation itself.

Amendment:
Previous years standings will determine waiver claim order until All-Star Break. After All-Star Break current standings will determine waiver order until next year's all-star break.
